Decoding SIPAs alphabet soup COLUMBIA UNIVERSITY - SIPA Admissions Blog Its not easy learning the As, Bs and Cs of SIPA,  but you will certainly know a great share by the end of your first semester at SIPA. At SIPA, a common conversation begins something like this: “I’m an MPA concentrating in EE, more specifically in GEMP. I’ll have to run to OSA and OCS to get some paperwork. Will I see you at the SIPASA party?” As you can see, it is truly a world of acronyms that, sometimes, can get you lost.
